All agencies, regardless of size, need Internet access and e-mail capabilities. The extent of these capabilities is defined largely by agency size and availability in your agency's area. Dial-up Internet access is inexpensive and widely available but very slow, so it is impractical for all but the smallest agencies. Even then, smaller agencies in more populated areas might prefer DSL or cable modem service if it is available. High-speed satellite access is also an option for agencies in rural locations where cable or DSL is not available.
