Delta to Enforce Booking Policy and Use ARC Payment Express to Collect Fees
Effective June 1, 2008, Delta has announced plans to audit all GDS bookings for booking policy violations and use ARC Payment Express to collect all associated penalties. Agents will be charged $3.50 per inactive and passive segment violation and $50 per booking for duplicate, fraudulent, fictitious and speculative records. In addition Delta will charge $50 per booking for invalid name changes and churning.

Alaska / Horizon Announce New Fee for Changes Made to Travel Agent Tickets
Effective July 1, 2006, Alaska Airlines and Horizon Air will begin collecting a $50 service fee for any ticket reissued by either airline of a ticket originally issued by a travel agent. The new $50 fee is in addition to any change fees and applicable fare differences that may apply.

Air Canada to Provide Tango Fares Only Online to Agents
Effective July 7, Air Canada will provide travel agents with access to Tango Fares at its travel agent booking portal www.aircanada.com/agents. Tango is Air Canada’s low-fare product that requires an additional fee for advance seat assignments and also allows a discount if luggage is not checked.

U.S. Government Delays Land and Sea Passport Requirement for Canada, Mexico and Bermuda and Announces New Phased Initiative
The U.S. Department of Homeland Security (DHS) and the U.S. Department of State (DOS) announced on June 20, that they have delayed the land and sea passport requirement for Canada, Mexico and Bermuda that was previously scheduled to begin as early as Jan. 1, 2008, and have initiated a new "phased approach" to implementing the Western Hemisphere Travel Initiative (WHTI).

U.S. Government Temporarily Relaxes Passport Rules for Some Destinations; Note the Limits on Who Can Benefit
The U.S. Departments of State and Homeland Security announced on June 8, 2007, that effective today, U.S. citizens traveling by air to Canada, Mexico, the Caribbean and Bermuda who have applied for, but not yet received passports, can temporarily enter and depart from the United States by air as long as they present both a government-issued photo identification and Department of State official "proof of application."

Passengers on Trans-Atlantic Flights May Have Been Exposed to TB

US Airways to Issue Retraction on Published VOID Policy
On Monday May 21, 2007, US Airways published an electronic newsletter to travel agents that included a section entitled “VOIDS” that contained incorrect information. ASTA has obtained clarification from US Airways. In the announcement, US Airways stated that “tickets must be voided before midnight” and “may only be voided if booked on the same calendar day prior to midnight Pacific Standard Time."

Continental Warns Agents to Cancel Inactive Segments or Risk Debit
Effective March 12, 2007, Continental Airlines will, with the aid of new software called Segment Audit Tool (SAT), begin debiting travel agents $50 for every inactive segment (per passenger) that is not worked and canceled. British Airways announced today that it has reached an agreement with its cabin crew, represented by the Transport and General Workers Union. As a result, strikes scheduled for Jan. 30 and 31, as well as strikes planned for Feb. 5, 6 and 7 and Feb. 12, 13 and 14, have been called off.

The cabin crew branch of the Transport and General Workers Union has notified British Airways (BA) that it has cancelled the first day (Jan. 29) of its planned strike, but still plans to strike on Tuesday Jan. 30 and Wednesday Jan. 31, with possible further action planned Feb. 5,6 and 7 and Feb. 12,13, and 14.

Amadeus Unveils Full Content Program
Effective January 1, 2007, Amadeus subscribers will automatically be enrolled in Amadeus’ Content Plus program. As part of this program, subscribers will be charged up-to $.80 per segment for all net bookings on participating suppliers on or after January 1 in return for access to full content and a waiver of the participating airlines’ segment fees.

UK Security Update: Carry-On Bag Size Increased
The United Kingdom’s Department for Transport has increased the size of the one carry-on item that passengers are allowed to take onboard an airplane and has modified its policy regarding carry-on musical instruments. Some International Airlines Restrict On-Board Use of Apple, Dell Laptops
Korean Air, Qantas and Virgin Atlantic have imposed restrictions on passenger use of certain Apple and Dell laptops. With all three airlines, laptops can still be brought on the plane and used on aircraft outfitted with Seat Power Supplies, but only if the battery is removed. However, power sources are not available on all flights or in many coach sections.

Amadeus to Cover Delta's Fees in Addition to American's, Northwest's
Amadeus announced on Sept. 5, 2006, that it will protect all Amadeus subscribers from Delta Air Lines' (DL) "Cost-Recovery Fees." Sabre to Offer Promotional Incentives on EAS Carrier Bookings
Sabre has unveiled a new Efficient Access Solution (EAS) Promotional Bonus that is designed to make up the difference between American Airlines’ (AA) $3.50 service fees and the booking incentive agents might earn on AA segments. Subscribers must be enrolled in Sabre’s EAS program to be eligible for the promotional bonus. All travel agencies participating in the Sabre EAS program are automatically enrolled for this promotional bonus. No contract is required to participate.

Judge Declines to Block Possible Northwest Airlines Strike
A federal bankruptcy judge ruled on Thursday that Northwest Airlines flight attendants have the right to strike. The decision allows the flight attendants, represented by the Association of Flight Attendants-CWA (AFA-CWA) to stage a labor action if it does not reach a contract agreement with the airline.

Carnival Cruise Lines Alters Celebration Itineraries
According to press reports, propeller damage sustained by Carnival Celebration Aug. 15 has reduced the ship’s cruising speed and forced Carnival to alter its itinerary, dropping the August 16 Nassau port call and heading back to the homeport of Jacksonville, Florida, where it is expected to arrive by Aug 17 as scheduled.

Celebrity Cancels Infinity Voyage
Celebrity Cruises announced that it has cancelled Infinity’s Sept. 13, 2006 Alaska sailing due to necessary repairs to the ships propulsion system. Passengers booked on the cancelled Sept. 13 Alaska cruise will receive a full refund and a certificate for a future cruise. Travel agent commission is protected and agents will receive a $50-per-cabin rebooking fee.

UPDATE: Airport Screening Procedures
Airport security agencies in the United States (US) and the United Kingdom (UK) have modified their airport screening procedures. In the US, the Transportation Security Agency (TSA) has reduced its alert level for UK-US bound flights from RED (severe) to ORANGE (high). In addition, TSA has modified its security procedures and now requires that ALL passengers remove their shoes so they may be X-rayed. Also, up-to 4-oz of non-prescription liquid medicine and "solid" lipstick are allowed.

Continental Airlines Requires Action of Inactive Segments
Effective April 11, 2006 Continental has revised its Booking and Ticket Policy to require agents to remove Inactive segment status codes of HX, NO, UN, US, SC, TK, US and WK from all Passenger Name Records (PNR). These codes are often used to notify travel agents of schedule or flight status changes.

Sabre and Amadeus Agree to Content Deal
Sabre has announced an agreement with Amadeus to assure each GDS’ subscribers of uninterrupted access to airline inventory. The agreement means that if an airline were to withdraw its inventory from either GDS, the GDS that continues to receive that inventory would provide it to the other GDS, and agent bookings would continue uninterrupted in both GDSs.

Federal Court Holds ASTA- Supported Fax Law Preempts Conflicting State Law
On Feb. 27, 2006, a California federal district court struck down portions of California SB 833, which would have prohibited faxing advertisements into or out of California without the prior permission of the recipient. The Court’s decision means that people may continue to send inter-state fax advertisements into or out of California to recipients with which they have an established business relationship pursuant to the requirements of the Junk Fax Prevention Act of 2005 (JFPA).

AA Now Charging 'Handling Fee' for Changes to Travel Agent Tickets
Effective January 26, 2006, American Airlines began charging an “External Reservation Handling Fee” for voluntary changes made to tickets originally made through a traditional travel agent, online agent or other airline. AA’s new External Reservation Handling Fee is $10 if the change is made by an AA telephone representative or $15 if the change is made at an AA Airport Ticket Office.

Runaway Tours to “Wind Down” Operations
Runaway Tours, an ASTA member tour operator based in San Francisco, CA, announced on January 12, 2006, that it is "winding down" operations. In addition, Runaway will no longer accept bookings for future reservations and will honor and service all paid-for reservations departing through February 28. All other bookings will receive a refund or the airline ticket as purchased.

Independence Air to Shut Down
Independence Air will voluntarily cease operation by discontinuing all scheduled flights planned to depart after 7:00 pm on Thursday, Jan. 5, except Flight 1777 from White Plains, N.Y. to Washington Dulles departing at 7:26 pm. Independence Air is not an ARC participating carrier.
