Due to the perceived rampart abuse of consumers, states began enacting stern measures designed to combat fraudulent business practices within the industry. California, Florida, Hawai'i and Washington generally have the most restrictive seller of travel regimes, while the laws in states like Massachusetts and Pennsylvania are much more limited in scope.
